Lets make up an scenario.
I Lightning Bolt my opponents face.He Counterspell the lightning bolt in response.Can I then Vendilion Clique and take his mana leak out of his hand?

No. Once your opponent casts a spell, that card is no longer in his or her hand. Vendilion Clique's ability won't be able to interfere with it.
