Transcendent Master level can be pay with 0 mana with GAAIV cost reduction?

So I understand Grand Arbiter Augustin IV reduce the cost of all white spell on and Transcendent Master cost for levelling is So Can I use GAAIV to pay that cost of TM as zero to level Transcendent Master to 12? all in the same turn!?

Unfortunately, no. Level Up is an activated ability, while the Arbiter only reduces to costs of spells.

Grand Arbiter's ability reduces white spells' cost by 1. However, Transcendent Master's ability is not a spell, it is an activated ability. Grand Arbiter Augustin IV does not reduce the cost of the ability.
