Timing Restrictions

If my opponent gets a copy of my Mind's Desire, are they able to cast non-instant/non-flash cards outside of regular timing restrictions?

The way that it is worded seems to imply that the casting would follow the expected timing restrictions, but the wording of Creative Technique has me second guessing myself as it avoids timing restrictions.

Cards exiled with Mind's Desire have to follow timing restrictions for playing them. The difference is that Mind's Desire allows you to play the card "until end of turn" so it is possible to follow timing restrictions and therefore required. Creative Technique has you casting the spell during the resolution of another spell, which breaks, and so ignores, all timing restrictions.
