Standard cards questions

I am developing a standard deck and I am looking at other standard decks to get ideas.
I know these are allowed:Dragons of TarkirMagic OriginsBattle for ZendikarOath of the GatewatchShadows over Innistrad
But I see tournament decks with Dragonlord Atarka (Ie April 2016 "http://www.mtgdecks.net/decks/view/614262")
And I also see other Standard winning decks with cards from other sets.
Is there a rule that mystic rare is allowed from other sets? Or am I looking at the wrong events? (Is there other "standard" types out there?)

You may be looking at older Standard decks. Note that although decklists can be submitted with for Standard, and be legal at the time of submission, the list of legal cards in Standard is a moving target. Some of those decklists may be obsolete now.
Otherwise, you are correct, the oldest sets currently legal are Dragons of Tarkir and Magic Origins. You can only use older cards if they have been reprinted in a legal set (this is effectively just treating them as "alternate artwork" as they will be functionally identical). An example would be Explosive Vegetation; it was reprinted in Dragons of Tarkir, so even older copies are legal.

You're right about the Standard-legal sets. Dragonlord Atarka was printed in Dragons of Tarkir, and is legal for Standard.
Because the Standard rotation for Shadows over Innistrad happened so recently, if you're looking at decklists that are more than just a few weeks old then you're going to see some cards left over from Khans of Tarkir and Fate Reforged.

Also, to clarify a point: if a card is legal in standard, any printing of that card is. Fiery Temper was printed is SOI, which makes any card with that name ever printed a viable option for a standard deck. If someone shows up at FNM with Time Spiral timeshifted Fiery Tempers that is a-ok.

Dragonlord Atarka was printed in Dragons of Tarkir. It's legal because that set is legal.
There are no exceptions to Standard legality based on set.
