Note the following rules quotes:
400.2. Public zones are zones in which all players can see the cards' faces, except for those cards that some rule or effect specifically allow to be face down. Graveyard, battlefield, stack, exile, ante, and command are public zones. Hidden zones are zones in which not all players can be expected to see the cards' faces. Library and hand are hidden zones, even if all the cards in one such zone happen to be revealed.
701.14b If a player is searching a hidden zone for cards with a stated quality, such as a card with a certain card type or color, that player isn't required to find some or all of those cards even if they're present in that zone.
Since you are searching a hidden zone for cards of a particular characteristic (in this case, cards named Squadron Hawk ), and the effect states that you may find "up to" three of such cards, you are not required to find any of them even if they exist.
Also, since you are again searching a hidden zone for cards of a certain characteristic, you may search if the effect tells you you may, even if there are no such cards left in that zone.

you can search even though you know the cards are not in your library, this would be a good thing if you somehow had a good idea were cards are in your deck and whatnted to shuffle your deck to get better cards near the top of your deck

Epochalyptik is completely right.Using Squadron Hawk to shuffle your library was a great trick with Jace, the Mind Sculptor 's Brainstorm ability.
One of the best ways to gain card advantage with the two was to use Jace's Brainstorm to find a hawk, then cast hawk to shuffle away cards you didn't want and find three more. Next turn, Brainstorm again, drawing 3 and putting 2 of the 3 hawks in hand back. Then cast your remaining hawk, to get the other two back again. Turn after that you can brainstorm again, drawing 3 and putting 1 hawk + 1 undesired card back; then play another hawk and re-fetch the hawk back in your library. The turn after that you can again use the Brainstorm to draw 3, put 2 undesired cards back, and then use the 4th hawk to shuffle your library.
So yeah... there's a reason Jace, the Mind Sculptor + Squadron Hawk was powerful.

You can search all you want, yes. Not only does Squadron Hawk say "up to three" other Hawks, which means you can search and fetch no cards at all if you want, but there's also a rule that says if an effect instructs you to find a specific card somewhere and you don't have it in that zone, you simply fail to find and go on with the rest of the effect, which in this case would be shuffling your library.
Oh, and if you DO find another Hawk after dropping one and fetching those three from your deck, you probably don't want to bring it to the judge's attention...
