snapcaster and surgical extraction

can you flashback a Surgical Extraction , Gitaxian Probe , etc with a Snapcaster Mage and pay the 2 life instead of the U or B?

Yes- "The flashback cost is equal to the mana cost." The mana cost is a phyrexian U/B, so it can still be paid with 2 life.

Yes you can. The phyrexian mana is part of the mana cost. you can pay life when you flash it back for that cost.
