sire of insanity discard trigger

does the discard trigger for Sire Of Insanity still happen, even though it is not in play at the end of turn?
the card does not specify that it must be in play during the end step for it to trigger...so that does mean that once Sire Of Insanity hits the field, the discard trigger is on the stack regardless if Sire Of Insanity is in play or not?
Sire Of Insanity will only trigger if it is on the battlefield, for two reasons:
A card which would continue to have an effect while it is not in play would specify; see, for example, the wording of Stigma Lasher . Sire of Insanity's ability only triggers while the demon is in play (though note that if Sire of Insanity is killed during the end step before the trigger resolves, the trigger will still resolve; once an ability goes on the stack, it isn't tied to its source).
All abilities of permanent cards work only while the card is on the battlefield, unless the ability states otherwise. For example, cycling (on cards like Barren Moor ) can only be activated if the card is in your hand, and Tymaret, the Murder King 's second ability can only be used while he is in your graveyard.

Oloro, Ageless Ascetic , his card draw ability can only be used if he is in play and not in the command zone, correct?

@Khanye: Correct. Only Oloro, Ageless Ascetic 's last ability functions in a zone other than the battlefield. For the first and second abilities to trigger, Oloro, Ageless Ascetic needs to be a permanent.

also note that Sire Of Insanity
's ability says "at the beginning of each end step..." that means the ability triggers when it's conditions are met, the beginning of the end step in this case, if it's not on the battlefield then there is no ability to trigger.

If it isn't in play at the beginning of the end step, its ability would not trigger.
