Do you pay anything at all for rooftop storm or no?

With Rooftop Storm , you may choose to pay 0 rather than a zombie's mana cost. You may still elect to pay the mana cost, but you do not have to. You will still have to pay any additional costs, though, such as Phyrexian Scuta 's kicker and Skaab Ruinator 's exiling cost. Also, effects like Derelor 's still require you to pay the additional mana, regardless of whether you paid the mana cost or not.

With Rooftop Storm in play you may either pay full mana cost of zombies you cast OR decide to pay 0 mana when casting them. Your choice.

If you got Grimgrin, Corpse-Born as a commander and you have Rooftop Storm out, are you still casting it for 0?

Playing a commander from the command zone counts as casting a card, so yeah, it'd work.

But you still have to pay the "commander tax" for each time he got sent to the command zone. That's an additional cost, and Rooftop Storm only replaces the mana cost (the cost printed in the upper right corner of the card).
