Can Roiling Vortex 's abilitly of ": your opponents can't gain life this turn." able to be casted on the opponent's turn? Like if he/she has lifelink creatures attacking on his/her turn?

Activated abilities can be activated at any time that you have priority unless they specifically say otherwise, like Birthing Pod does. So, yes you can activate Roiling Vortex on your opponents' turns.
