Risk Factor and Increasing Vengeance

At which point are decisions made and does this influence the copy of a spell or can I even copy a spell at that point? So Increasing Vengeance copys the following spell on the stack Risk Factor then as it resolves my opponent has to make his decision knowing that there will be 2 more decisions made... or does he have to decide as it enters the stack? Because then I could copy it based on his decision no?

The only thing determined on the casting of Risk Factor is the target, so which opponent will be making the decision. The decision they make isn’t determined until the spell resolves - so they’ll be making their decision aware of the copies also on the stack.
