Retargetting and Ward Triggers

I control Storvald, Frost Giant Jarl and Spellskite, my opponent casts Doom Blade on Storvald, paying the 3 mana for the ward.

If I activate Spellskite, changing the target, does the opponent have to pay the 3 mana for ward again?

Yes, they will have to pay again. Ward triggers whenever the permanent with the ability becomes the target of an opponent's spell or ability. In your example, changing Doom Blade's target from Storvald to Spellskite causes Spellskite to become the target for the spell.
