Responding to draw step

Hey there,
So, I'm helping a friend to build a Oona, Queen of the Fae EDH deck, and I got him a Dire Undercurrents to maybe create some tokens with Oona and get even more advantage with his commander but since he can do her ability in instant speed I want to ask if it is possible to activate her ability at other player draw step, and if so, the player draw a card before the activation and the effect of the Dire Undercurrents?

When I said "activate HER ability" I was actually talking about Oona's ability, wich is an activate ability, you missunderstood. But Thanks anyway

Saying the draw step doesn't use the stack and can't be responded to can be confusing to some players, as it's not anything like a mana ability or morph ability. It's simply a step in the turn in which, as a turn-based action, the active player draws their card for turn right at the beginning. The action of drawing a card for the turn doesn't use the stack and can't be responded to.
It is certainly allowed to activate Oona's ability on an opponent's draw step, but keep in mind that, as I stated above, the opponent will have already drawn their card for turn. If you wish to deprive them of the card they would draw, you would instead want to activate Oona's ability during their upkeep step.
However many tokens you create will trigger Dire Undercurrents 's abilities that many times, and you can stack all of them however you please.

Dire Undercurrents does not have an activated ability, it has triggered abilities. activated abilities are written as "cost : effect", with the semicolon separating the cost and effect. triggered abilities start with "when", "whenever", or "at".
the draw step does not use the stack and cannot be responded to. if you want to do something before a player draws during their draw step, the ability must be used during an opponents upkeep. you can use spells and abilities during the draw step, but they will take place after the player has drawn their card.
