Priority in bouncing cards

I have Deadeye Navigator paired with Draining Whelk (both have resolved and are on the battlefield). My opponent casts Duplicant . Can I use Deadeye Navigator 's ability to bounce Draining Whelk and counter Duplicant ?

If you bounce it in response to the spell then yes. Here's what happens step by step with stack in each step included:
Player A casts Duplicant
Stack:
Duplicant

Player B activates the exile ability on Draining Whelk :
exile Draining Whelk
Duplicant

Exile is let to resolve, Draining Whelk leaves battlefield and comes back, player B decides if they want to soulbond Deadeye Navigator to it and the ETB trigger goes on stack targeting Duplicant (player B must choose the only legal target for the ability):
Draining Whelk ETB
Duplicant

ETB resolves, Duplicant is countered.
