priority after casting a PW?

I need some clarification on this. I'm relatively new and I still haven't gotten a grasp on all the rules especially when it comes to priority.

After casting a PW the active player has a chance to use any loyalty abilities before I can respond, correct?Example: My opponent casts Arlinn Kord  Flip I don't have a counterspell so priority goes back to my opponent correct? Ok so the cast was successful. Does my opponent get to use a loyalty ability before I have a chance to bolt it?

Yes.

Correct, if its their turn.

Yes, they have priority, they can activate the ability.

To be perfectly precise about the second question - after your opponent cast Arlinn Kord, your opponent gets priority (no matter who the active player is, because when they cast Arlinn, they had priority). They can choose to do something else (such as casting Autumn's Veil for whatever reason) before you get the opportunity to cast a Counterspell.

When it finally resolves, priority goes back to the active player.

Unless in a tournament, where they need to specify they are retaining priority.

Yeah, I phrased this weird, thanks for the addition... I meant that in general, the player casting a spell has the opportunity to retain priority. You're of course right that in tournaments, they have to state they want to use that priority, where otherwise it's assumed that it's automatically passed.
