Primal Surge Works + Cream of the Crop

I mean if Cream of the Crop its in play and i cast Primal Surge can i activate the enchantment every time a creature hit the field?

To be a little more specific, after Primal Surge is done resolving if you flipped three creatures you will get the option to look at the top X three times. Each time X is going to be determined by a different creature's power and each time you do you are going to put one card on top and the rest on the bottom.

Yes, but only once Primal Surge has finished resolving.
Basically, if you flip...
...then you will get 3 Cream of the Crop triggers, so you can looking at the top X after you've put all of those into play, and stopped flipping cards for Surge.
