Planeswalker and legend rule

Are planeswalkers considered part of the legend rule the legend rule stats no player may have 2 or more of the same legendary creature out at the same time. would mirror gallery then make you able to have 2 or more of the same planeswalkers out?

No, Mirror Gallery does not affect planeswalkers at all.
Planeswalkers are subject to an alternate rule called the planeswalker uniqueness rule. This is when you have 2 or more Planeswalkers with the same name in their type line (in the middle of the card, i.e. Narset Transcendent), you must choose one of them and put the rest into your graveyard.
Note that this is not sacrificing a permanent, it is merely putting it into the graveyard as a state based action.
Also note these rules do not coincide. You can have Teferi, Mage of Zhalfir and Teferi, Temporal Archmage in play under your control at the same time.

The "legend rule" is so named because it affects legendary permanents.
Planeswalkers have a different, but closely related, rule called the "planeswalker uniqueness rule."
This rule is functionally similar to the legend rule, but it checks for planeswalker types (subtypes such as "Jace" or "Chandra") instead of names.
Mirror Gallery affects the legend rule, but it doesn't say anything about the planeswalker uniqueness rule.
