Panoptic Mirror and X spells

i if you copy and X cost spell you would not copy the paid X. but what about Panoptic Mirror it says pays X as a total cost for a spell to imprint it, could i then pay 2 for a Fireball and imprint it to wield a 1damage Fireball each upkeep?

No. X is always 0, except on the stack. With Mirror, you would remove the fireball from hand, where its CMC is 1, so you have to pay 1 mana to exile it with Mirror. you cannot pay 2 and exile Fireball with Mirror.

Furthermore, when you play a spell without paying its mana cost, you cannot set X to anything other than 0. Fireball is not a good thing to combo with Panoptic Mirror.

Additionally, to add to your first sentence - if you copy the Fireball on the stack with say Twincast, it will copy the paid X.
