Order of resolving Tibalt's Trickery

When Tibalt's Trickery counters a spell, does the countered spell leave the stack before the rest of it the text on tibalt's resolves, or does it leave the stack once all of the effects on Tibalt's Trickery has?

Say, for example, I cast Dragon's Approach, hold priority, and cast Tibalt's Trickery targeting my own dragon's approach. Priority passes, and tibalt's begins to resolve, countering the spell. I move through milling 1, 2, or 3 cards at random, begin to exile cards from my library until I exile Increasing Vengeance (or another spell that copies a spell on the stack). Would Increasing Vengeance be able to target the Dragon's Approach that is being countered, or would it have left the stack and entered my graveyard already?

You follow the directions on a card in the order they are written and countering a spell removes it from the stack. So the card countered will be removed from the stack before any of the other effects happen.
