Nivmagus, Heroic, Cipher.

I have a Nivmagus Elemental , Sage of Hours and Phalanx Leader on the battelfeild.

I move to cast Hidden Strings , targeting Sage and Phalanx.

This would trigger both of their heroic abilities. But before the spell resolves, am I able to exile the spell for Nivmagus?

Yes. Heroic only cares that the creature is targeted by the spell, not that the spell actually resolves.
