Niv-Mizzet, Dracogenius and Utvara Hellkite Interaction

Utvara Hellkite creates a 6/6 dragon creature token whenever a dragon I control attacks. Does the ability of Niv-Mizzet, Dracogenius dealing 1 damage to target creature or player count as it “attacking” thus triggering Utvara Hellkite to create a 6/6 dragon creature token? Or is it dealing damage, without technically “attacking”?

Niv-Mizzet's ability won't cause the Hellkite to create a token. Utvara Hellkite, and anything that triggers "when [something] attacks", triggers when you specifically declare a creature as an attacker during combat. Using an ability to deal damage or using an effect that puts a creature onto the battlefield attacking (like Kaalia of the Vast, etc.) doesn't count.
