Necropotence's interaction with "At the beginning of your draw step."

I'm thinking about removing Necropotence from a Nekusar, the Mindrazer deck that I'm working on because I'm not sure they work together and I fear that I've been playing it wrong all along.
Necropotence says to SKIP my draw step. Nekusar, the Mindrazer says to draw an additional card during my DRAW STEP. Would Necropotence rob me of my extra card?

The condition being starting your draw step, of course.

Booooo, oh well then. I guess it's coming out for Phyrexian Arena .

Yes. If you never have a draw step, the condition for Nekusar, the Mindrazer 's ability is never met so it never triggers.
