MTG formats

I understand commander and standard but i dont know the limitations and rules for vintage, modern, and legacy. Ive read some stuff on them but could someone simply explain it?

This is your go-to resource for all sanctioned formats. It covers Vintage, Modern, and Legacy, and it gives you links to pages with more information on each of them.

Modern includes cards from 8th Edition and up (plus Time Spiral Timeshifted cards) and has a ban list. Modern does not include cards only printed in special releases (e.g. Baleful Strix , Shardless Agent , True-Name Nemesis ).

Legacy includes all cards in Magic history except for those on the Legacy ban list.

Vintage includes all cards in Magic history except for those on a short Vintage ban list. Vintage has restricted cards, which may only be one-ofs in any deck. Vintage is the least restrictive format.

Speacial releases being commander or other "game types" like plane chase cards and archenemy cards? (The special booster packs that came with them not the plane and scheme cards)

You can see the legal rulings for each individual card on Gatherer. Such as for Commander 2013 specific cards, they're legal in not just the Commander format, but also in Legacy, Freeform, Prismatic, Tribal Wars Legacy, Classic, and Singleton 100.

"Special releases" refers to anything that isn't a core set or part of a block. For example, Modern Masters is a special release. It didn't alter the legality of any cards in Standard or Modern because it was neither a core set nor part of a block.
