Mizzix of the Izmagnus experience counters and Reiterate

Can I use the colourless mana from experience counters made by Mizzix of the Izmagnus to pay the buyback cost on Reiterate?

ie. Could I cast Reiterate and pay for its buy back cost using 2 and 4 experience counters for the rest of the mana?

Yes. To cast a spell, you determine all additions to its cost then take out the reductions.

Mizzix of the Izmagnus's ability does not produce mana. It creates a cost reduction effect that applies to each instant or sorcery spell you cast. You don't spend or use experience counters, either.

Buyback is an additional cost.

You calculate the total cost of a spell with a formula:
Cost = [mana cost OR alternate cost] + [additional/increased costs] - [cost reductions]

In this case, you have four experience counters and are buying back Reiterate. Therefore, we have:
Cost = + - =
