Minds Aglow and the mechanic Join Forces

Does the mechanic of Join Forces take place as the spell is resolving or after it resolves?
More detailed. Player 1 casts Minds Aglow but secretly player 2 wants to Cancel it. Does player 2 Cancel it before the Join Forces mechanic takes place, does he have to wait until after, or once Join Forces has already been decided is it too late to cast Cancel ?
By the time players start paying mana for Join Forces, the spell has begun to resolve and it is too late to counter it. If it was phrased in such a way that the additional mana was an additional cost that could be payed by anyone, then one could counter it after mana had been payed, but as it stands, you cannot.

Join forces is part of the spell resolving so any counter must be played before join forces is paid. If Player One just slaps down the Minds Aglow and immediately taps mana for it then he didn't pass priority and Player Two can roll back the game to when he would have had priority to counter. If Player Two clearly passes priority or a decent amount of time passes without him indicating he is thinking and to wait then he missed the opportunity to counter.

Join forces is an ability word, but it is not an ability. It merely represents that Minds Aglow has a similar function to a group of other cards.

I think it needs to be countered before join forces is paid. I could be wrong though, not familiar with join forces.
