Mana Web

If someone casts a spell Is there technically a phase where all the mana goes into the mana pool then the spell is cast, meaning that Mana Webs ability will go on the stack under the spell they cast or does the mana and spell happen simultaneously Making it so Mana Webs ability is on top of the stack?

And do i chose an opponent for mana web as it comes into play or does it affect all opponents?

Lands that are tapped with Mana Web's ability dont produce mana as a result of this card. But players can react when this ability triggers in tapping the lands they need the mana from. Every type of lands that your target opponent taps for mana will trigger this ability and will tap any lands that could produce the same mana type as a result.

You choose a target opponent when this artifact come into play.

Your opponent has two ways to get mana into their mana pool, and they play out differently. Either they announce the spell and tap lands for mana as a part of casting it, or they tap lands before announcing anything.

In the first example, Mana Web will trigger after the spell's been cast, becoming the topmost object of the stack and therefore resolving before whichever spell that has been cast. In the latter example, Mana Web will trigger on the first land being tapped, and as PartyJ said, your opponent can tap all lands they control in response.

As for the choice of opponents, Mana Web reads "Whenever a land an opponent controls is tapped for Mana [...]", meaning it affects all opponents. Note that this is taken from Gatherer and has apparently been changed from the printed version.

Paying the spells costs is the last thing that happens when casting a spell.
1. you announce the spell
2. you choose modes if required
3. you choose target(s) if any
4. you choose how to divide the spell if required
5. player calculates the total cost after any reductions/incresces are applied
6. player can use mana abilities, if mana is required.
7. player pays the total amount of mana required to cast the spell.
8. then the spell is cast and put on the stack.

Then the ability of Mana Web would go on the stack for each land that was tapped.

anytime a non activated ability that targets a single opponent, the choice is made as it comes into play. if it was an activated ability, you would choose when you activated it.

Mana web has been changed to say any opponent, so it would effect all opponents

ok so for further clarification, Opponent 1 casts Doom Blade and i have Mana Web will Mana Web resolve before Doom Blade effectively tapping all his black producing mana before Doom Blade resolves?

I ask this because if Doom Blade resolves after Mana Web then after mana web resolves but before doom blade does i could cast Mana Drain.

Mana Web will go on the stack above Doom Blade so it will resolve first. In response to the trigger, your opponent can tap all of his black mana and have it floating if he so desires and then let Mana Web resolve. Your opponent's land would be tapped, but the mana would still be available until the the phase ended. No matter what happened with the triggers, you would still always have the option to respond to his Doom Blade with a Mana Drain. After a spell is cast priority can be held by the casting player or passed to the opponent, but until both players decide not to do anything, nothing on the stack will resolve. So for his Doom Blade to resolve, you have to choose to do nothing.
