lithoform engine and cipher spells or cast copy spells

can i use Lithoform Engine to copy spells with the cipher ability like Stolen Identity ? can this be done with Lithoform Engine first or second tap ability?

Note that cipher doesn’t set up any delayed triggered abilities. It grants the creature upon which the instant/sorcery was encoded the ability “Whenever this creature deals combat damage to a player, you may copy the encoded card and you may cast the copy without paying its mana cost.” (Which is a regular triggered ability.)

Yes. Either ability will work.
Cipher sets up a delayed triggered ability that lets you cast a copy of the ciphered card. Since it's a triggered ability that casts a spell, you can use either of the first two abilities of Lithoform Engine . The first ability will let you copy the cipher trigger and cast a copy of the exiled card twice, and the second ability will let you copy the spell once it's gone onto the stack.
