Legacy Weapon??

How many times can Legacy Weapon be used in a turn? It doesn’t tap but want to make sure. My friend is using it 3 times a turn rn.

As many times as its controller wants, has legal targets, and can pay the costs. As you noted, the cost doesn't include , so mana is really the only constraint. There aren't any restrictions on number of times an ability can be activated unless it specifically says so (such as Graverobber Spider).
