Is it possible to transmute at instant speed?

Like say with an Alchemist's Refuge ?

No, Alchemist's Refuge and other such "cast sorceries as though they had flash" cards won't let you activate abilities that have the sorcery-speed restriction at instant speed. For starters, effects like Alchemist's Refuge only affect spells, and transmute is an ability.

Furthermore, the way those effects work is that they don't change the time when you could cast sorceries; they change the sorceries in your hand so you could cast them at a different time. This sounds like a trivial difference, but it's important here, because the restrictions of "main phase, stack is empty" still apply to abilities that call for "only when you could cast a sorcery".

To my knowledge there's nothing that lets you Quicken abilities like that. There probably won't be, either, since for some abilities (like level up) it's very important that they be slower for balance reasons.

The distinction in templating that you're looking for is

"Play as a sorcery"

vs

"Play any time you could cast a sorcery"
