Is having no mana cost the same as having a converted mana cost of 0?

Say if I wanted to Imprint Ancestral Vision on Isochron Scepter. Could I not do it because Vision does not have a printed mana cost, which already affects its interactions with cards like Djinn Illuminatus' Replicate ability?
From Gatherer:
10/15/2006 This has no mana cost, which means it can't normally be cast as a spell. You could, however, cast it via some alternate means, like with Fist of Suns or Mind's Desire.
Isochron Scepter will work (if it Visions was an instant), since you are casting the imprinted card for the alternate cost of free.
Also from Gatherer explaining why replicate won't work:
10/15/2006 This has no mana cost, which means it can't be cast with the Replicate ability of Djinn Illuminatus or by somehow giving it Flashback.
I would suggest checking the Gatherer entry for the card in question before asking the question.

So basically you should just use Evermind as your instant with Isochron Scepter. I plan on using Evermind with Elite Arcanist which according to what I have seen is an actual thing. As for the replicate ability I am not sure.

And... Vision is a sorcery, which makes my example irrelevant. I would still like to know the answer to the question posted in the title, though.
