is Ghostly Prison abillity activated

does the payment for attacking counts as an activated abillity with Ghostly Prison for example if i have and Suppression Field will it then cost 4 to attack with a creature?

It's NOT a triggered ability. Triggered abilities begin with "When", "Whenever" or "At".
Ghostly Prison's ability creates a restriction your opponents have to consider when declaring attackers.
508. Declare Attackers Step
508.1c The active player checks each creature he or she controls to see whether its affected by any restrictions (effects that say a creature cant attack, or that it cant attack unless some condition is met). If any restrictions are being disobeyed, the declaration of attackers is illegal.

No, it is not an activated ability. Ghostly Prison has a triggered ability. Suppression Field has no effect on it.Activated abilities are always written out in the format "cost:effect".
