Iona, Shield of Emeria

When playing Iona, Shield of Emeria and you pick a color does this also mean that opponents can't cast spell with multiple colors. Or does this mean lets say I chose green, would an opponent be able to cast Atraxa, Praetors' Voice since it has green in the casting cost or not.

Nope.

Anything that is the named color can't be cast, even if it's multicolored, even if there aren't colored mana symbols in it's cost like Transguild Courier.

Devoid creatures can be cast, since they're colorless, as can Ghostfire, but those aren't typically very relevant.

If Painter's Servant (banned in EDH/Commander) is out on the same named color, your opponents can't cast anything.

When an effect asks whether a card has a certain characteristic, it gets a yes or no answer.

A card with multiple colors is each of those colors. A card with multiple types is each of those types.

Atraxa, Praetors' Voice is a green creature. It's also a white creature, a blue creature, and a black creature. It's a multicolored creature as well.

Iona, Shield of Emeria naming any color but red will stop an opponent from casting Atraxa.
