Interaction between Cast Out, Vehicles, and Siren Stormtamer

My Opponent targets my Skysovereign, Consul Flagship with Cast Out, while it isn't Crewed.

In response I Crew it with Ruin Raider, then pay , and sac a Siren Stormtamer to Counter Cast Out's ability.

Does that work?

That works. Even though your vehicle wasn't a creature at the time Cast Out was cast, at the time you attempt to counter it, it is, making Cast Out's ability a valid target for the Stormtamer.
