Here's a hypothetical scenario:

So let's say I have a Gaddock Teeg on the board and it's my only threat on board. My opponent goes to remove it via, let's say a Swords to Plowshares, and to gain some amount of extra value, I want to cast Momentous Fall. Am I allowed to still cast Momentous Fall and sacrifice my Gaddock Teeg for the additional cost?

I'm curious to know if Teeg's static ability still "negates" me from casting Fall if I'm sacrificing Teeg to cast Fall. Any help will be appreciated. Thank you.

No. You determine if the spell is legal to cast before you pay its costs.

601.2e The game checks to see if the proposed spell can legally be cast. If the proposed spell is illegal, the game returns to the moment before the casting of that spell was proposed (see rule 717, "Handling Illegal Actions").

601.2h The player pays the total cost in any order. Partial payments are not allowed. Unpayable costs can't be paid.

Gaddock Teeg will still be on the battlefield when you check the spell's legality (because you haven't reached cost payment and therefore haven't sacrificed it). Momentous Fall can't legally be cast.
