If I cast Repeal and the target becomes an illegal target do I still get to draw a card?

No. The spell is countered by game rules, since it has no targets.
It's not like Arc Lightning , where the spell does its best to resolve, trying to hit each target that it could. Repeal only has a single target and what's called a cantrip, which means that you draw a card once the spell is finished resolving. However, since it's only got a single target, if that target becomes illegal the spell is countered entirely.
For the record, you should run Remand out of those choices, since it's the best tempo choice. Echoing Truth in the sideboard.

You don't get to draw. If all targets of a spell become illegal or missing, the whole spell is countered by rules. This includes the "draw a card" part.
