How the heck does split second work???

It is one of the most confusing abilities in magic to me and don't even understand why it is good. Yet I don't even know what it is so when I know, i may change my mind.

Angel's Grace for an example of split second.

Basically, once you cast a spell with split second, no one can cast spells or activate non-mana abilities until the spell with split second resolves. So for example, if I cast, say, Heroes' Reunion , you could cast a spell in response, say Cancel , before Heroes' Reunion resolves and actually does anything. But if I cast Angel's Grace, neither you nor I would be able to cast anything until after Angel's Grace resolves.
