To be exact, X is always zero in all zones except the stack. While Primordial Hydra is on the stack, its CMC counts X as whatever number was chosen for X. This becomes significant for the purposes of spells like Spell Snare .

So your saying i can choose X to be 1 if i wanted? Say like using a creatures ability to transmute?

If you use the transmute ability of a card (for example Drift of Phantasms ), Primordial Hydra will be in your library so its converted mana cost will be 2. You will not be able to bring it to hand with Drift of Phantasms .
If you cast Primordial Hydra and choose 1 as the value of X, its converted mana cost will be 3 while it is on the stack before resolving.

Careful about the wording in my post: X only has a nonzero value if the card is a spell on the stack, and only if a nonzero value has been chosen for X. In all zones except the stack, X is always equal to 0 when determining CMC.

If you're talking about converted mana cost, X is always considered to be 0, so its CMC is 2.
