How does Narset Transcendent's emblem work with Suspend?

Does Narset Transcendent's emblem prevent suspend cards (like Ancestral Vision) from being cast? Specifically I mean whether or not they take effect after the last time counter is removed. Sorry if this is a stupid question I just want to make sure. Thanks!

The way suspend works is that when the last counter is removed (at any time, not just if it's removed by the upkeep trigger) it's owner may cast it without paying it's mana cost. The ability says it can be cast and Narset's emblem says it can't be cast.

101.2. When a rule or effect allows or directs something to happen, and another effect states that it can't happen, the "can't" effect takes precedence.

So no, the suspend card can't be cast because the emblem is more important than the suspend ability.

Also, your opponents are unable to suspend noncreature cards once the emblem is out. Suspend lets you suspend the card anytime you could cast it and pays attention to effects that prohibit it's casting.
