How does Glittering Wish work?

It says fetch a card from outside the game that you own, does that mean like from the exile pile or the deck or what? I'm kinda lost here.

As dad as playing in a tournament, outside the game means in your 15 card sideboard. In casual I guess that's up to you

From Cunning Wish's Gatherer rulings (a card that works similarly):
In a sanctioned event, a card that's "outside the game" is one that's in your sideboard. In an unsanctioned event, you may choose any card from your collection.

Glittering Wish in REL events gets cards from your sideboard. In non-competitive it means go look through your cards for any multicolored card that you REALLY REALLY need and stick it in your hand.

So "outside the game" means an object that is not in one of the game zones. Those zones are: the hand,libraby,graveyard,battlefield, stack,exile,command and ante. Exile is an in the game zone. So when you see this it basically means your sideboard, so glittering wish lets you get a card out of your sideboard.
Usually decks that rely on wish cards refer to theirsideboard as their "Wish Board" because its usually filled with cards that they want to get when they need them that their opponent can't have the chance to get rid of via normal means like a Slaughter Games or some effect like that.

In standardized competitive play, "outside the game" means a card in your sideboard.
In casual play, since exile is a game zone, that card is still "in the game", so to speak. "Outside the game" would mean, like, a card from your collection.
