How does Command Tower work outside EDH?

If I had a Command Tower in play in a non EDH game, and I tapped it for mana, would I get (1), or no mana at all?

Simple answer, It doesn't. With no commander, there's no color identity for Command Tower to point to. Command Tower was made specifically for EDH

Command Tower is a pretty casual-oriented card, so I think it's fine to say that you can make up your own format (how EDH started) that also uses a commander. For example, I think that in the hero format here on tappedout, it should tap for the hero's color under reasonable house rules.

Also, when you have a question like this, check the Gatherer page for the card. Often times, this topic will be addressed with an Oracle ruling. In this case, there is the following ruling:
9/22/2011: In formats other than Commander, Command Tower's ability produces no mana.

Command Tower doesn't need to be banned in non-commander. It's another land that can be used in conjunction with Chromatic Lantern for instance, or Prismatic Omen .

No mana at all. Since you don't have a commander in any non-EDH gametype, Command Tower 's mana ability does nothing.
