how does cloudshift work?

I can't remember exactly what was being played at the time but lets just say I cast a Doom Blade and target my opponents creature... he then cast Cloudshift in response. Both spells go on the stack and when they begin to resolve Cloudshift resolves first, so his creature is exiled... does it immediately come back into play before the Doom Blade resolves or would it still be exiled when the Doom Blade resolves?
I know he originally played it thinking he could save his creature but we ended up playing it as though his creature came back into play before the Doom Blade resolved because we decided that's how the wording on the card suggested. I just want to know if we played it right
would that work the same way for something global, like Shrivel
. If I cast that and he played Cloudshift
would it still get the -1/-1 or do the same rules apply even though it's not targeting that creature.

The creature returns during the resolution of Cloudshift because that's what Cloudshift says happens. The creature will be saved, however. Whenever a permanent leaves the battlefield and comes back, it is treated as an entirely new permanent. Doom Blade is targeting the old creature - the one that left the battlefield - and therefore has an illegal target because that particular creature has left play.
