How does Arcane Bombardment work with no Instants/Sorceries in the graveyard?

If there are no Instants/Sorceries in the graveyard when you cast your first Instant/Sorcery for the turn, does that mean that Arcane Bombardment doesn't create copies of exiled Instants/Sorceries?

Arcane Bombardment will still create copies.
Targeted spells and abilities will fizzle if their targets are gone, but Arcane Bombardment doesn't target. For a spell or ability with multiple steps, you take all the actions you can, even if you can't take all of them. You will still copy the exiled cards with the option to cast the copies, you just won't be able to exile a new card.
