How do Blood Moon and Urborg, Tomb of Yawgmoth interact?

I have been told two different things and would like to know what is correct. I was first told that it was like a timestamp, whichever came out last over-rules the other. Later I was told that Blood Moon over rules all. I don't even know if either are correct and I'm having a hard time finding answers.

In case you're wondering: the reason Blood Moon always wins and ignores timestamps is because the two effects have what's called a "dependency". Because Blood Moon and Urborg, Tomb of Yawgmoth apply in the same layer but Blood Moon changes the existence of Urborg's effect and what it would apply to, Urborg is "dependent" on Blood Moon, so Blood Moon's effect gets applied first.

There's actually a ruling to this on Urborg, Tomb of Yawgmoth 's Gatherer page:
"4/1/2008: If Urborg, Tomb of Yawgmoth and either Blood Moon or Magus of the Moon are on the battlefield, all nonbasic lands will be Mountains, not Swamps. Urborg, Tomb of Yawgmoth will be a Mountain as well. It will have "T: Add R to your mana pool" and no other abilities."
