Herald of Kozliek + Hangarback Walker

What will be the casting cost of the Hangarback Walker if the Herald of Kozilek is on the field?

1 for 1 counter? 3 for 2 counters?

The casting cost for Hangarback Walker is whatever you declare it to be. But if you have a Herald of Kozilek on the battlefield you can pay less than you would normally. So if you want a 3/3 Hangarback Walker you only need to pay since the Herald reduces the cost by 1.

When you cast a spell using an X cost, you declare the value of X during the first steps of the casting process. Cost is then calculated based on your decisions—not the other way around.

So you announce Hangarback Walker with X=1. You'll have to pay to cast it. If you chose instead X=5, you would have to pay . Note that the cost reduction only applies once to the total cost.

@JWiley129, the ability of Herald of Kozilek is not a pay. With him on the field, you MUST pay less than you would otherwise.
