If I have Harsh Mentor on the battlefield, if someone triggers an ETB effect, or any card effect that isn't tapping or using mana, would Harsh Mentor cause damage to that player?

No, Harsh Mentor only affects activated abilities like Scavenging Ooze or Scalding Tarn.
An ETB effect is a triggered ability, not an activated ability.
