Grand Arbiter Augustin IV question

If I have Leyline of AnticipationMTG Card: Leyline of Anticipation out on the field, and my opponent plays a spell ( DivinationMTG Card: Divination for example), and in response I flash Grand Arbiter Augustin IVMTG Card: Grand Arbiter Augustin IV out, what would happen? Do they have to pay an additional mana in order for the spell to resolve and stay or is it too late?

It's too late at that point. Grand Arbiter Augustin IVMTG Card: Grand Arbiter Augustin IV adds the 1 as an additional cost to your opponent playing a spell. If you flash in Grand Arbiter Augustin IVMTG Card: Grand Arbiter Augustin IV in response to you opponent playing a spell, that means they have already played it, and therefore won't have the additional 1 mana tax that Grand Arbiter Augustin IVMTG Card: Grand Arbiter Augustin IV will enforce. In order to make your opponent need to pay the extra cost, you have to play Grand Arbiter Augustin IVMTG Card: Grand Arbiter Augustin IV (and have it resolve) before your opponent plays a spell. If Grand Arbiter Augustin IVMTG Card: Grand Arbiter Augustin IV is not currently on the field when your opponent first attempts to play a spell, they will not have to pay the extra mana.
