Fetch Lands with no fetchable lands

If you have a bunch of fetches in your deck, but no lands to fetch, (because you done already got all basics, or duals, or shocks) can you still sac the fetch and get nothing, or does there require a fetchable land to sac the fetchland?

In general when you are searching the library for a card, if the ability that is instructing you to search tells you any restrictions on what you can find ("search your library for a plains or island card"; "search your library for a land"; "search your library for a creature"; "search your library for four cards with different names" etc. etc., as opposed to just "search your library for a card" a la Demonic Tutor) you always have the option to fail to find a card with that characteristic (regardless of whether the card is actually there or not - your opponent doesn't need to know that after all, since your library is not a public zone).
So technically even if you DO have a Plains in your deck, you can crack your Flooded Strand and decide to fail to find the land when you crack the fetch. I don't know why you would want to, but you could. If you do not have a target obviously, that becomes your only choice.

You will Pay 1, Sac the fetch-land (Flooded Strand), then you will fail to find a viable target so you can't put a land on the field, and then you will shuffle your deck
