Fatespinner Specific Question

Fatespinner makes you skip every instance of one phase of that players choice (effecting opponents only). If your opponent chooses to skip their draw phase and something causes them to draw a card, do they skip that opportunity to draw a card?

If so does that mean Howling Mine would counter Fatespinner because Howling Mine has you draw a card during your upkeep but your supposed to choose what phase to skip during your upkeep; therefore, if she does in fact block your ability to draw cards (assuming that's what you choose) how do you determine which effect has precedence? Would it be similar to the stack? Which ever card hit the table last is the card who's effect you recognize first? And IF you do end up drawing the card, does that mean you have to choose a different phase to skip?

An example of being forced to skip your combat phase would be if you did not announce what phase you would be skipping, drew and looked at your card, at that point, after determining that you cannot use the card, you make an attempt to skip your main phase, that isn't allowed, similar to if you are the one that's supposed to choose who goes first and who plays first at the start of a game; if you look at your hand before making that determination you automatically go first.

So yeah, i know it might be a little hard to follow but I'm trying to prevent needing to ask more questions once i receive an answer. Feedback is appreciated thank you.

Fatespinner only makes an opponent skip a phase of their turn; it doesn't prevent them from doing other things that might inherently happen during that phase. If he chooses draw step, he can still cast Think Twice , or do other things that would allow him to draw cards. Howling Mine triggers at his draw step (not this upkeep), so it would not trigger if he chose draw step, because he would not have a draw step for his turn. It would go: Upkeep-->1st Main. Nothing else would be affected.

Howling Mine makes the player draw at the beginning of their Draw Step, not Upkeep. If they choose to skip their Draw Step, triggers that would trigger during that step are also skipped since they never get to draw step in the first place. This is also true for every steps. If you skip it, you skip the triggers too, so Howling Mine won't triggers.

If a card makes you draw during your Upkeep however, it is not affected by Fatespinner since your Upkeep step happens normally.

To answer your later question: the controller of Fatespinner is supposed to remind his opponents about the trigger, but if they accidentally rush ahead through the draw step the game is technically supposed to rewind back to upkeep (if you're in a sanctioned event and this happens, call a judge to help make sure you do it correctly) and the player makes the choice. However, my friends and I usually just said "well you drew, so I guess you didn't skip that step". It's up to you and your friends how you want to handle that.
