Enchantment Target Effect

I am curious as to how an enchantment targets, for example, a creature. I was under the impression that it came in as a permanent and then targeted using a triggered ability. This was how I used to deal with Emrakul, by exiling it using journey to nowhere. I'm curious about this now as I've seen some decks running Livewire Lash and triggering its ability off of Spectral Flight which I do not believe works.

303.4. Some enchantments have the subtype "Aura." An Aura enters the battlefield attached to an object or player. What an Aura can be attached to is restricted by its enchant keyword ability (see rule 702.5, "Enchant"). Other effects can limit what a permanent can be enchanted by.

303.4a An Aura spell requires a target, which is restricted by its enchant ability.

Spectral flight will target the creature as a spell. They come in attached to a targeted permanent as it is an Aura. The reason why Journey to Nowhere or Oblivion Ring can take care of emrakul is because it specifically says when it enters the battlefield choose a target creature and exile it (or permanent in the case of oring). They are not auras and thus do not require a target.

More relevantly:

114.1b Aura spells are always targeted. These are the only permanent spells with targets. An Aura's target is specified by its enchant keyword ability (see rule 702.5, "Enchant"). The target(s) are chosen as the spell is cast; see rule 601.2c. An Aura permanent doesn't target anything; only the spell is targeted. (An activated or triggered ability of an Aura permanent can also be targeted.)

Note that the there is a difference between the two situations you listed. Journey to Nowhere and Oblivion Ring are non-Aura enchantments. Spectral Flight is an Aura. Therefore, Spectral Flight will target while on the stack as a spell. Oblivion Ring and Journey to Nowhere choose their targets (which they do not enchant, by the way) as part of a triggered ability.

Regarding your thoughts on Livewire Lash: It works. When you cast an Aura, you choose it's target while it's still on the stack. Therefor, it's still a spell when it targets. This meets the parameters of Lash's triggered ability.

On another note, it wouldn't work if the Aura were put onto the battlefield by any other means. (Example: it's in the graveyard, and you play something that says "put target aura in a graveyard onto the battlefield attached to target creature"). This is because it was never a spell, and thus the Lash's ability doesn't trigger.
