ok so if i wish to use Elite Arcanist and Time Stop and cast it for one do i exile Lightning Bolt then use it to cast that card very confused with how this works
Elite Arcanist only copies the spell(s) exiled by it, and you'll normally only have 1 spell exiled (from it's ETB trigger). X is equal to the sum of the exiled cards' converted mana cost, if you exile more than one somehow, and you will get to cast any number of the cards exiled. So if you manage to exile both a Lightning Bolt and a Time Stop you'll need to pay ", " to use the ability, and you will have the option to a) cast Time Stop and Lightning Bolt (in either order), b) cast just Time Stop, c) cast just Lightning Bolt, or d) cast neither. Your choice in no way changes the cost involved in the activation.

I believe you are saying that you want to be able to use Elite Arcanist's ability to copy and cast Time Stop? I will answer the question to this effect.
Once Elite Arcanist enters the battlefield, you exile Time Stop from your hand. Every time you want to use Elite Arcanist to cast a copy of Time Stop, you pay 6 mana (because 6 mana is Time Stop's CMC) and Elite Arcanist. You don't need to exile any other cards.
