EDH 21 damage rule: can the 21 damage come from an ability?

If Nekusar, the Mindrazer dose 21 point with his underworld ability to opponent in a single turn. Dose that count toward the EDH 21 damage rule? Or dose the 21 damage have to come from an attack?

Commander damage is only combat damage.

However, if you still want to kill someone with nekusar a lot faster, then enchant him with something like Phyresis .
